國務(wù)院辦公廳日前印發(fā)《關(guān)于推進(jìn)醫療保障基金監管制度體系改革的指導意見(jiàn)》?！兑庖?jiàn)》要求，到2025年，基本建成醫?；鸨O管制度體系和執法體系。要推進(jìn)監管制度體系改革，建立智能監控、舉報獎勵、信用管理制度，完善社會(huì )監督制度。

The General Office of the State Council has recently released a guideline, stressing the reform of the supervision system for the healthcare security fund. The supervision and law enforcement systems for the fund will be basically in place by the year 2025, read the document. Urging the promotion of reform, it requires building the systems for smart supervision, tip-off rewards and credit management, and improving the system for public supervision.

醫療保障基金是人民群眾的“看病錢(qián)”“救命錢(qián)”，基本醫療保障制度建立以來(lái)，覆蓋范圍不斷擴大、保障水平逐步提升，對維護人民健康權益、緩解因病致貧、推動(dòng)醫藥衛生體制改革發(fā)揮了積極的作用。但是，受監管制度體系不健全、激勵約束機制不完善等因素制約，醫?；鹗褂眯什桓?，基金監管形勢較為嚴峻。醫保檢查中，“掛床”、超范圍經(jīng)營(yíng)、小病大治、過(guò)度檢查用藥、套高收費、分解收費、串換收費等欺詐騙保手段層出不窮。2018年國家醫保局成立后，持續開(kāi)展打擊欺詐騙取醫療保障基金專(zhuān)項治理活動(dòng)，對企圖違法違規的現象起到了一定震懾作用。

此次出臺的《關(guān)于推進(jìn)醫療保障基金監管制度體系改革的指導意見(jiàn)》，明確加快推進(jìn)醫?；鸨O管制度體系改革，構建全領(lǐng)域、全流程的基金安全防控機制，嚴厲打擊欺詐騙保行為。按照《意見(jiàn)》，完善基金監管體系，一方面明確監管權責清單，一方面推進(jìn)監管制度體系改革，同時(shí)，制定醫療保障基金使用監督管理條例及其配套辦法，強化醫?；鸨O管法治及規范保障，加大對欺詐騙保行為的懲處力度?！兑庖?jiàn)》的印發(fā)和實(shí)施，意味著(zhù)我國醫?；鸨O管手段走向綜合化、科學(xué)化，未來(lái)將逐步形成專(zhuān)業(yè)化、智能化、法治化的監管局面。
