5月17日，中共中央、國務(wù)院印發(fā)《關(guān)于新時(shí)代推進(jìn)西部大開(kāi)發(fā)形成新格局的指導意見(jiàn)》?！兑庖?jiàn)》指出，新時(shí)代繼續做好西部大開(kāi)發(fā)工作，對于促進(jìn)區域協(xié)調發(fā)展，決勝全面建成小康社會(huì )，開(kāi)啟全面建設社會(huì )主義現代化國家新征程，具有重要現實(shí)意義和深遠歷史意義。
China issued a guideline on advancing the development of western regions in new era to promote coordinated regional development on Sunday. Achieving western development in new era is of great practical and profound historical significance to completing the building of a moderately prosperous society in all respects and embarking on a journey to fully build a modern socialist China, according to the document issued by the Communist Party of China Central Committee and the State Council.

1999年9月，中共十五屆四中全會(huì )提出：國家要實(shí)施西部大開(kāi)發(fā)戰略。西部大開(kāi)發(fā)總體規劃可劃分為三個(gè)階段：從2001年到2010年是奠定基礎階段，從2011到2030年是加速發(fā)展階段，從2031年到2050年是全面推進(jìn)現代化階段。國家提出西部開(kāi)發(fā)要以基礎設施建設為基礎，以生態(tài)環(huán)境保護為根本，以經(jīng)濟結構調整、開(kāi)發(fā)特色產(chǎn)業(yè)為關(guān)鍵，以依靠科技進(jìn)步、培養人才為保障，以改革開(kāi)放為動(dòng)力，以繁榮經(jīng)濟、使各族人民共同富裕為出發(fā)點(diǎn)。
強化舉措推進(jìn)西部大開(kāi)發(fā)形成新格局，是黨中央、國務(wù)院從全局出發(fā)，順應中國特色社會(huì )主義進(jìn)入新時(shí)代、區域協(xié)調發(fā)展進(jìn)入新階段的新要求，統籌國內國際兩個(gè)大局作出的重大決策部署?！蛾P(guān)于新時(shí)代推進(jìn)西部大開(kāi)發(fā)形成新格局的指導意見(jiàn)》明確，強化舉措抓重點(diǎn)、補短板、強弱項，形成大保護、大開(kāi)放、高質(zhì)量發(fā)展的新格局，推動(dòng)經(jīng)濟發(fā)展質(zhì)量變革、效率變革、動(dòng)力變革，促進(jìn)西部地區經(jīng)濟發(fā)展與人口、資源、環(huán)境相協(xié)調，實(shí)現更高質(zhì)量、更有效率、更加公平、更可持續發(fā)展，確保到2020年西部地區生態(tài)環(huán)境、營(yíng)商環(huán)境、開(kāi)放環(huán)境、創(chuàng )新環(huán)境明顯改善，與全國一道全面建成小康社會(huì )；到2035年，西部地區基本實(shí)現社會(huì )主義現代化，基本公共服務(wù)、基礎設施通達程度、人民生活水平與東部地區大體相當，努力實(shí)現不同類(lèi)型地區互補發(fā)展、東西雙向開(kāi)放協(xié)同并進(jìn)、民族邊疆地區繁榮安全穩固、人與自然和諧共生。

We will devote more energy to speeding up the development of old revolutionary base areas, areas with large ethnic minority populations, border areas, and poor areas. We will strengthen measures to reach a new stage in the large-scale development of the western region; deepen reform to accelerate the revitalization of old industrial bases in the northeast and other parts of the country; help the central region rise by tapping into local strengths; and support the eastern region in taking the lead in pursuing optimal development through innovation. To this end, we need to put in place new, effective mechanisms to ensure coordinated development of different regions.
