中共中央總書(shū)記、國家主席、中央軍委主席習近平3月6日看望了參加全國政協(xié)十三屆五次會(huì )議的農業(yè)界、社會(huì )福利和社會(huì )保障界委員，并參加聯(lián)組會(huì )，聽(tīng)取意見(jiàn)和建議。習近平強調，種源安全關(guān)系到國家安全，必須下決心把我國種業(yè)搞上去，實(shí)現種業(yè)科技自立自強、種源自主可控。

President Xi Jinping on March 6 stressed that germplasm resources security is closely related to national security, adding that China must strengthen its seed industry to achieve self-reliance in the sci-tech development of the sector and keep the country's germplasm resources independent and controllable. Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, made the remarks when visiting national political advisors from the sectors of agriculture and welfare and social security, who are attending the fifth session of the 13th National Committee of the Chinese People's Political Consultative Conference (CPPCC). Xi participated in their joint group meeting, and listened to their comments and suggestions.

農業(yè)現代化，種子是基礎。種子是農業(yè)的“芯片”，是確保國家糧食安全和農業(yè)高質(zhì)量發(fā)展的“源頭”。黨的十八大以來(lái)，我國種業(yè)發(fā)展有了很大進(jìn)步，為糧食和重要農產(chǎn)品穩產(chǎn)保供作出了重要貢獻，但種業(yè)發(fā)展基礎仍不牢固，保障種源自主可控比過(guò)去任何時(shí)候都更加緊迫，糧食安全這根弦比過(guò)去任何時(shí)候都要繃得更緊。保障國家糧食安全，必須從良種方面挖掘潛力，讓種子這顆堅強的“中國芯”，成為中國農業(yè)現代化的堅實(shí)基礎。

要保障種源安全，把我國種業(yè)搞上去，就要發(fā)揮我國制度優(yōu)勢，科學(xué)調配優(yōu)勢資源，推進(jìn)種業(yè)領(lǐng)域國家重大創(chuàng )新平臺建設，加強基礎性前沿性研究，加強種質(zhì)資源收集、保護和開(kāi)發(fā)利用，加快生物育種產(chǎn)業(yè)化步伐。要深化農業(yè)科技體制改革，強化企業(yè)創(chuàng )新主體地位，健全品種審定和知識產(chǎn)權保護制度，以創(chuàng )新鏈建設為抓手推動(dòng)我國種業(yè)高質(zhì)量發(fā)展。
