新冠肺炎疫情發(fā)生后，我們舉全國之力，采取了最全面、最嚴格、最徹底的防控舉措。當前，全國范圍內湖北以外地區的疫情已處于相對穩定期，各級政府應該在不斷鞏固、擴大疫情防控戰果的同時(shí)，及時(shí)完善差異化防控舉措、落實(shí)精準防控策略。

2月17日，國務(wù)院聯(lián)防聯(lián)控機制印發(fā)《關(guān)于科學(xué)防治精準施策分區分級做好新冠肺炎疫情防控工作的指導意見(jiàn)》?！兑庖?jiàn)》要求，各地要制定差異化的縣域防控和恢復經(jīng)濟社會(huì )秩序的措施。要以縣（市、區、旗）為單位，依據人口、發(fā)病情況綜合研判，科學(xué)劃分疫情風(fēng)險等級，明確分級分類(lèi)的防控策略。要劃小管控單元，轄區內的城鄉社區、機關(guān)、企事業(yè)單位、社會(huì )組織和個(gè)人均應按要求落實(shí)相關(guān)防控措施。低風(fēng)險地區，要實(shí)施“外防輸入”策略，全面恢復正常生產(chǎn)生活秩序。中風(fēng)險地區，要實(shí)施“外防輸入、內防擴散”策略，盡快有序恢復正常生產(chǎn)生活秩序。高風(fēng)險地區，要實(shí)施“內防擴散、外防輸出、嚴格管控”策略，根據疫情態(tài)勢逐步恢復生產(chǎn)生活秩序。湖北省和武漢市要繼續采取最嚴格的防控措施，堅決防止疫情擴散。北京市要繼續做好防控工作，確保首都安全。

【重要講話(huà)】
落實(shí)分區分級精準復工復產(chǎn)。低風(fēng)險地區要盡快將防控策略調整到外防輸入上來(lái)，全面恢復生產(chǎn)生活秩序，中風(fēng)險地區要依據防控形勢有序復工復產(chǎn)，高風(fēng)險地區要繼續集中精力抓好疫情防控工作。
Each region should adopt a precise approach when advancing resumption of work and production based on local health risks. Regions with relatively low risks should reorient their disease prevention and control strategies as soon as possible to focus on forestalling imported cases and comprehensively restoring order to production and life. Medium-risk regions should promote work and production resumption in an orderly manner based on local epidemic-control situations, while high-risk regions should continue to be fully committed to doing a good job in epidemic prevention and control.
