中共中央政治局12月11日就切實(shí)做好國家安全工作舉行第二十六次集體學(xué)習。中共中央總書(shū)記習近平在主持學(xué)習時(shí)強調，要堅持系統思維，構建大安全格局。
Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, has stressed adhering to systematic thinking in building a holistic national security architecture. Xi made the remarks on Dec 11 while presiding over the 26th group study session of the Political Bureau of the CPC Central Committee on national security.

習近平強調，國家安全工作是黨治國理政一項十分重要的工作，也是保障國泰民安一項十分重要的工作。做好新時(shí)代國家安全工作，要堅持總體國家安全觀(guān)。
Noting the importance of national security work to the Party's governance of the country and to bringing prosperity and security to the nation and the people, Xi stressed pursuing a holistic approach to national security in order to carry out the national security work well in the new era.

2014年4月15日，習近平總書(shū)記在中央國家安全委員會(huì )第一次全體會(huì )議上首次提出總體國家安全觀(guān)重大戰略思想。這是以習近平同志為核心的黨中央對國家安全理論的重大創(chuàng )新，是新形勢下維護和塑造中國特色國家安全的行動(dòng)指南，具有重大的理論意義、時(shí)代意義、實(shí)踐意義。
總體國家安全觀(guān)堅持國家利益至上，以人民安全為宗旨，以政治安全為根本，以經(jīng)濟安全為基礎，以軍事、文化、社會(huì )安全為保障，以促進(jìn)國際安全為依托，統籌外部安全和內部安全、國土安全和國民安全、傳統安全和非傳統安全、自身安全和共同安全，完善國家安全制度體系，加強國家安全能力建設，堅決維護國家主權、安全、發(fā)展利益?？傮w國家安全觀(guān)統籌發(fā)展和安全兩件大事，強調發(fā)展是安全的基礎和目的、安全是發(fā)展的條件和保障，既善于運用發(fā)展成果來(lái)夯實(shí)國家安全的實(shí)力基礎，又善于塑造有利于經(jīng)濟社會(huì )發(fā)展的安全環(huán)境。
隨著(zhù)時(shí)代發(fā)展，總體國家安全觀(guān)外延不斷拓展，比如，提出網(wǎng)絡(luò )安全觀(guān)，倡導尊重網(wǎng)絡(luò )主權、推進(jìn)全球互聯(lián)網(wǎng)治理體系變革、構建網(wǎng)絡(luò )命運共同體；強調把生物安全納入國家安全體系，系統規劃國家生物安全風(fēng)險防控和治理體系建設，全面提高國家生物安全治理能力；在全球范圍倡導共同、綜合、合作、可持續的安全觀(guān)，推動(dòng)全球安全治理體系朝著(zhù)更加公平合理的方向發(fā)展，等等。

【重要講話(huà)】
黨的十九屆五中全會(huì )《建議》首次把統籌發(fā)展和安全納入“十四五”時(shí)期我國經(jīng)濟社會(huì )發(fā)展的指導思想，并列專(zhuān)章作出戰略部署，突出了國家安全在黨和國家工作大局中的重要地位。這是由我國發(fā)展所處的歷史方位、國家安全所面臨的形勢任務(wù)決定的。
The CPC Central Committee's proposals for formulating the economic and social development plan and long-term goals, adopted at the fifth plenary session of the 19th CPC Central Committee, for the first time included ensuring both development and security among the guiding principles for economic and social development in the 14th Five-Year Plan period, and laid out strategic plans to ensure both. This shows the important role of national security in the general blueprint of the Party and the country, and is determined by the historical juncture in China's development and the situation and tasks facing China's national security.
