中共中央總書(shū)記、國家主席、中央軍委主席習近平近日在山西考察時(shí)強調，要努力克服新冠肺炎疫情帶來(lái)的不利影響，在高質(zhì)量轉型發(fā)展上邁出更大步伐，確保完成決戰決勝脫貧攻堅目標任務(wù)，全面建成小康社會(huì )。
President Xi Jinping called for efforts to overcome the adverse impacts of the COVID-19 epidemic and make greater strides in high-quality transformation and development to ensure that the target of poverty eradication is reached and the building of a moderately prosperous society in all respects is completed. Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, made the remarks during an inspection tour in north China's Shanxi province.

山西省是我國重要的能源基地和老工業(yè)基地，是國家資源型經(jīng)濟轉型綜合配套改革試驗區，在推進(jìn)資源型經(jīng)濟轉型改革和發(fā)展中具有重要地位。當前，我國經(jīng)濟發(fā)展進(jìn)入新常態(tài)，對資源型經(jīng)濟轉型發(fā)展提出了新的更高要求。為加快破解制約資源型經(jīng)濟轉型的深層次體制機制障礙和結構性矛盾，走出一條轉型升級、創(chuàng )新驅動(dòng)發(fā)展的新路，努力把山西省改革發(fā)展推向更加深入的新階段，為其他資源型地區經(jīng)濟轉型提供可復制、可推廣的制度性經(jīng)驗，國務(wù)院于2017年9月印發(fā)《關(guān)于支持山西省進(jìn)一步深化改革促進(jìn)資源型經(jīng)濟轉型發(fā)展的意見(jiàn)》。
《意見(jiàn)》提出，到2020年，重點(diǎn)領(lǐng)域供給側結構性改革取得階段性成果，能源革命總體效果不斷顯現，支撐資源型經(jīng)濟轉型的體制機制基本建立。到2030年，多點(diǎn)產(chǎn)業(yè)支撐、多元優(yōu)勢互補、多極市場(chǎng)承載、內在競爭充分的產(chǎn)業(yè)體系基本形成，清潔、安全、高效的現代能源體系基本建成，資源型經(jīng)濟轉型任務(wù)基本完成，形成一批可復制、可推廣的制度性經(jīng)驗，經(jīng)濟綜合競爭力、人民生活水平和可持續發(fā)展能力再上一個(gè)新臺階。

落實(shí)好能源革命綜合改革試點(diǎn)要求，持續推動(dòng)產(chǎn)業(yè)結構調整優(yōu)化，實(shí)施一批變革性、牽引性、標志性舉措，大力加強科技創(chuàng )新，在新基建、新技術(shù)、新材料、新裝備、新產(chǎn)品、新業(yè)態(tài)上不斷取得突破。
