起步區作為雄安新區主城區，肩負著(zhù)集中承接北京非首都功能疏解的時(shí)代重任。起步區規劃面積約198平方公里。未來(lái)，起步區將是北京疏解出的高校、科研院所、醫療機構、企業(yè)總部、金融機構、事業(yè)單位等的集中承載區。
The start-up area will be part of the Xiongan city proper, which will cover 198 square km. Designed for taking over Beijing's functions nonessential to its role as the national capital, the city proper will be a new home for Beijing's colleges, research institutes, hospitals, business headquarters, and financial and public institutions.

目前，雄安新區“1+4+26”規劃體系（規劃綱要，總體規劃、白洋淀生態(tài)治理與保護規劃、起步區控制性規劃、啟動(dòng)區控制性詳細規劃，26個(gè)專(zhuān)項規劃）基本形成。2019年年底，經(jīng)黨中央同意，國務(wù)院正式批復《河北雄安新區起步區控制性規劃》和《河北雄安新區啟動(dòng)區控制性詳細規劃》，其中的起步區就是雄安新區主城區。起步區的發(fā)展定位是北京非首都功能疏解集中承載區、高質(zhì)量高水平社會(huì )主義現代化城市主城區、貫徹落實(shí)新發(fā)展理念的創(chuàng )新發(fā)展示范區，承擔著(zhù)打造“雄安質(zhì)量”樣板、培育建設現代化經(jīng)濟體系新引擎的歷史使命，在深化改革、擴大開(kāi)放、創(chuàng )新發(fā)展、城市治理、公共服務(wù)等方面發(fā)揮先行先試和示范引領(lǐng)作用。啟動(dòng)區則是起步區的一部分，是雄安新區率先建設的區域，規劃范圍38平方公里。雄安新區主城區建成后，將形成“一方城、兩軸線(xiàn)、五組團、十景苑、百花田、千年林、萬(wàn)頃波”的空間意象。
