Chapter I General Provisions

第一章 總 則

Article 1 This Law is enacted in order to promote employment, coordination between economic development and employmentincrease, and harmony and stability of society.

第一條 為了促進(jìn)就業(yè)，促進(jìn)經(jīng)濟發(fā)展與擴大就業(yè)相協(xié)調，促進(jìn)社會(huì )和諧穩定，制定本法。

Article 2 The State lays great stress on employment increase in economic and social development, implements a proactive employment policy, and upholds the guideline under which workers keepthe initiative in their own hands when choosing jobs, employment is regulated by the market, andthe government promotes employment, in order to increase employment through multiplechannels.

第二條 國家把擴大就業(yè)放在經(jīng)濟社會(huì )發(fā)展的突出位置，實(shí)施積極的就業(yè)政策，堅持勞動(dòng)者自主擇業(yè)、市場(chǎng)調節就業(yè)、政府促進(jìn)就業(yè)的方針，多渠道擴大就業(yè)。

Article 3 The workers enjoy the right to employment on an equal footing and to choice of jobs ontheir own initiative in accordance with law.

第三條 勞動(dòng)者依法享有平等就業(yè)和自主擇業(yè)的權利。

In seeking employment, the workers shall not be subject to discrimination because of their ethnicbackgrounds, races, gender, religious beliefs, etc.

勞動(dòng)者就業(yè)，不因民族、種族、性別、宗教信仰等不同而受歧視。

Article 4 People's governments at or above the county level shall make employment increase oneof their important goals in their endeavors for economic and social development, incorporate it intheir plans for national economic and social development, and formulate medium- and long-termplans and annual work plans for promotion of employment.

第四條 縣級以上人民政府把擴大就業(yè)作為經(jīng)濟和社會(huì )發(fā)展的重要目標，納入國民經(jīng)濟和社會(huì )發(fā)展規劃，并制定促進(jìn)就業(yè)的中長(cháng)期規劃和年度工作計劃。

Article 5 People's governments at or above the county level shall create conditions foremployment and increase employment by taking such measures as developing the economy, adjusting the industrial structure, regulating the market of human resources, improvingemployment services, strengthening vocational education and training, providing employment aid, etc.

第五條 縣級以上人民政府通過(guò)發(fā)展經(jīng)濟和調整產(chǎn)業(yè)結構、規范人力資源市場(chǎng)、完善就業(yè)服務(wù)、加強職業(yè)教育和培訓、提供就業(yè)援助等措施，創(chuàng )造就業(yè)條件，擴大就業(yè)。
