中央全面深化改革委員會(huì )第十三次會(huì )議審議通過(guò)了《關(guān)于健全公共衛生應急物資保障體系的實(shí)施方案》。方案瞄準我國公共衛生應急物資保障體系存在的問(wèn)題和薄弱環(huán)節，著(zhù)力補短板、強弱項，全面系統提升重大突發(fā)公共衛生事件的應對能力。第一，加快補齊醫療防治方面的硬件短板。夯實(shí)“防”的基礎。重點(diǎn)是加大各級疾控機構和相關(guān)生物安全實(shí)驗室建設投入。第二，加強公共衛生應急物資儲備建設。著(zhù)力在“儲”“采”“調”上下功夫。第三，提升公共衛生應急物資生產(chǎn)動(dòng)員能力。進(jìn)一步厘清需求、優(yōu)化流程、建立機制、優(yōu)化產(chǎn)能協(xié)同保障和區域布局，增強醫療物資和裝備的應急轉產(chǎn)能力。
