3月30日，中共中央總書(shū)記、國家主席、中央軍委主席習近平來(lái)到浙江省安吉縣余村考察。習近平說(shuō)，這里的山水保護好，繼續發(fā)展就有得天獨厚的優(yōu)勢，經(jīng)濟發(fā)展不能以破壞生態(tài)環(huán)境為代價(jià)。
President Xi Jinping visited Yucun, a village in Anji county of Zhejiang province on Monday. Xi, who is also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, said protecting the mountains and waters well will provide special advantages for the further development of the village, adding that the economy should not be developed at the cost of destroying the environment.

2005年8月15日，習近平來(lái)到余村調研民主法治村建設。在村里的小會(huì )議室，時(shí)任村黨支部書(shū)記的鮑新民匯報說(shuō)，余村通過(guò)民主決策，關(guān)停了污染環(huán)境的礦山?，F在開(kāi)始搞生態(tài)旅游，打算讓村民借景生財。習近平說(shuō)：“一定不要再想著(zhù)走老路，還這樣迷戀著(zhù)過(guò)去的那種發(fā)展模式。所以，剛才你們講了，下決心停掉一些礦山，這個(gè)都是高明之舉。綠水青山就是金山銀山。我們過(guò)去講既要綠水青山，又要金山銀山，實(shí)際上綠水青山就是金山銀山?！边@是習近平首次提出“綠水青山就是金山銀山”生態(tài)環(huán)保理念，即“兩山”理論。此后在國內外多個(gè)場(chǎng)合，習近平多次論述生態(tài)保護與經(jīng)濟發(fā)展的關(guān)系，提到這一理念。
“兩山”理論包含著(zhù)“既要綠水青山，也要金山銀山”、“綠水青山和金山銀山絕不是對立的”和“綠水青山就是金山銀山”三個(gè)層次，從不同角度詮釋了經(jīng)濟發(fā)展與環(huán)境保護之間的辯證統一關(guān)系，回答了什么是生態(tài)文明、怎樣建設生態(tài)文明等一系列重大理論和實(shí)踐問(wèn)題，貫穿著(zhù)唯物辯證法的哲學(xué)思想，為建設美麗中國提供了科學(xué)指南。
