China's national legislature started its annual session on May 22 in Beijing. Xi Jinping and other Chinese leaders attended the opening meeting of the third session of the 13th National People's Congress, held at the Great Hall of the People. Attendees at the meeting paid a silent tribute to martyrs who died fighting COVID-19 and compatriots who lost their lives in the epidemic. After the mourning, Premier Li Keqiang delivered a government work report on behalf of the State Council to the legislature for deliberation.

中華人民共和國全國人民代表大會(huì )是最高國家權力機關(guān)，它的常設機關(guān)是全國人民代表大會(huì )常務(wù)委員會(huì )。全國人民代表大會(huì )和全國人民代表大會(huì )常務(wù)委員會(huì )行使國家立法權。全國人民代表大會(huì )由省、自治區、直轄市、特別行政區和軍隊選出的代表組成，各少數民族都應當有適當名額的代表。全國人民代表大會(huì )每屆任期五年，每年舉行一次會(huì )議。
全國人民代表大會(huì )行使的職權是：修改憲法；監督憲法的實(shí)施；制定和修改刑事、民事、國家機構的和其他的基本法律。選舉全國人民代表大會(huì )常務(wù)委員會(huì )委員長(cháng)、副委員長(cháng)、秘書(shū)長(cháng)和委員；選舉中華人民共和國主席、副主席；根據中華人民共和國主席的提名，決定國務(wù)院總理的人選；選舉中華人民共和國中央軍事委員會(huì )主席；根據中華人民共和國中央軍事委員會(huì )主席的提名，決定中華人民共和國中央軍事委員會(huì )其他組成人員的人選；選舉最高人民法院院長(cháng)；選舉最高人民檢察院檢察長(cháng)等。有權罷免上述人員。審查和批準國民經(jīng)濟和社會(huì )發(fā)展計劃和計劃執行情況的報告；審查中央和地方預算及中央和地方預算執行情況的報告，批準中央預算和中央預算執行情況的報告等。
