3月5日，在十二屆全國人大第五次會(huì )議開(kāi)幕前后，人民大會(huì )堂北大廳的“部長(cháng)通道”準點(diǎn)開(kāi)通，多位部長(cháng)先后走上發(fā)布臺接受記者提問(wèn)，對交通、食品安全、經(jīng)濟發(fā)展等方面的熱門(mén)話(huà)題分別做出回應。一起來(lái)聽(tīng)聽(tīng)“部長(cháng)通道”上的“部長(cháng)聲音”。


As the National People's Congress, the country's top legislature, opens its annual session on Sunday, here is a selection of ministers' comments on important policies from the famous "ministers' passage" at the two sessions -- the annual meetings of the National People's Congress (NPC) and the Chinese People's Political Consultative Conference (CPPCC) National Committee.
十二屆全國人大第五次會(huì )議5日開(kāi)幕，下面是部長(cháng)們在著(zhù)名的兩會(huì )——全國人民代表大會(huì )和中國人民政治協(xié)商會(huì )議——“部長(cháng)通道”上針對重要政策的發(fā)言。

The "ministers' passage", also known as "the ministers' red carpet", is the 100-meter passage near the northern gate of the Great Hall of the People where ministers and other high-ranking officials must walk through before entering the meeting hall.
“部長(cháng)通道”也被稱(chēng)為“部長(cháng)紅毯”，指人民大會(huì )堂北門(mén)旁的一段百米通道，部長(cháng)們和其他高級官員必須由此走入會(huì )場(chǎng)。

Govt will not tolerate 'subsidy cheating' by new energy vehicles
政府對新能源汽車(chē)“騙補”行為零容忍


China has zero tolerance for "subsidy cheating" by some new energy vehicle makers and the country will introduce new policies as the subsidies will be phased out by 2020, Minister of Industry and Information Technology Miao Wei said on Sunday.
工業(yè)和信息化部部長(cháng)苗圩5日表示，政府對一些新能源車(chē)企的“騙補”行為零容忍，2020年新能源汽車(chē)補貼退出后將引入新政策。

Miao said the government will improve the existing policies and strengthen the regulation on subsidies offered to carmakers.
苗圩表示，政府將完善現有政策，加強對車(chē)企補貼的監管。

The minister made the comments before the opening of the annual meeting of the National People's Congress, the country's top legislature.
苗圩在全國人大會(huì )議開(kāi)幕前做出上述發(fā)言。

Miao said the government is also studying alternative policies as the government will end the subsidy policy in 2020.
他稱(chēng)，政府將于2020年結束補貼政策，也在研究其他替代政策。

"We are planning to set up a new trading system based on the energy consumption of the traditional and the new energy vehicles," Miao said, adding the ministry is soliciting public opinions on its website.
苗圩說(shuō)：“我們正考慮基于傳統汽車(chē)和新能源汽車(chē)的油耗建立一種全新的交易制度”，他還稱(chēng)，工信部正在網(wǎng)上征求公眾意見(jiàn)。

China's growth steady, healthy

China witnessed steady and healthy economic growth last year, the nation's top economic planner said on Sunday.
國家發(fā)展改革委員會(huì )主任何立峰5日表示，去年我國經(jīng)濟實(shí)現了平穩健康發(fā)展。

He Lifeng, minister of the National Development and Reform Commission, said "it wasn't easy" to achieve the forecast 6.7 percent growth rate, given the external uncertainties and economic downward pressure seen in 2016.
何立峰稱(chēng)，考慮到外部不確定因素和2016年的經(jīng)濟下行壓力，我國經(jīng)濟實(shí)現6.7%的預期增速“不容易”。

But within the context of the last year's situation, the expected 6.7 percent growth rate would be healthy, he said.
但何立峰表示，從去年的形勢看，6.7%的預期增速是健康的。

He made the remarks ahead of the opening of the annual meeting of the National People's Congress, the country's top legislature.
何立峰在全國人大會(huì )議開(kāi)幕前做出上述發(fā)言。

Chinese economic growth accounted for 33 percent of global economic growth last year, according to He.
據何立峰表示，去年中國經(jīng)濟增量占全球增量33%。

He also cited data that China created more than 10 million jobs and lifted more than 12 million people out of poverty last year.
何立峰還指出，去年我國創(chuàng )造了1000多萬(wàn)個(gè)工作機會(huì )，幫助1200萬(wàn)人口擺脫貧困。

Dairy sector scales new heights
乳品行業(yè)攀上新高


Agriculture Minister Han Changfu told reporters before the opening of the annual National People's Congress that large-scale dairy farms now account for 50 percent of the milk supply in the dairy sector, and use of machinery is commonplace.
農業(yè)部部長(cháng)韓長(cháng)賦在全國人大會(huì )議開(kāi)幕前對記者表示，大規模奶牛養殖場(chǎng)占業(yè)內牛奶供應的50%，機械化操作也很普遍。

Sales and production of the top 20 milk enterprises now takes up half of the whole sector, he said.
韓長(cháng)賦稱(chēng)，前20家乳品企業(yè)的銷(xiāo)售額和生產(chǎn)量已經(jīng)占到了該行業(yè)的50%。

"All those changes are indicators that China's dairy sector is heading for rejuvenation," he said.
“這些變化表明，中國奶業(yè)正在大踏步向著(zhù)振興前進(jìn)?！?/font>

Han said the authority will continue to step up the regulation on milk sources and the raising of dairy herds, and encourage the development of large-scale enterprises and name brands in the sector.
韓長(cháng)賦表示，政府將繼續加強對奶源和奶牛飼養的監管，鼓勵大規模企業(yè)的發(fā)展，打造行業(yè)品牌。

"I believe that someday foreign tourists will purchase Chinese milk powder when they visit China," he said.

Policy toward Taiwan remains unchanged
大陸對臺政策保持不變


The policy of the Chinese mainland toward Taiwan will remain unchanged in 2017 despite a possible increase in uncertain factors and challenges in cross-Straits relations, the mainland's Taiwan affairs chief said on Sunday.
國務(wù)院臺灣事務(wù)辦公室主任張志軍5日表示，2017年兩岸關(guān)系中的不確定因素和挑戰可能增加，但大陸對臺政策保持不變。

Zhang Zhijun, head of the Taiwan Affairs Office of the State Council, told reporters before the opening of the annual session of the National People's Congress that cross-Straits relations faced more complicated and severe challenges this year.
張志軍在全國人大會(huì )議開(kāi)幕前告訴記者，今年兩岸關(guān)系將面臨更復雜、更嚴峻的挑戰。

"However, our policies toward Taiwan will not change because of the change in the political situation in Taiwan," he said.
“不過(guò)，大陸對臺政策不會(huì )因為臺灣地區的政治局勢變化而發(fā)生改變”，張志軍說(shuō)。

Zhang said the Chinese mainland will resolutely uphold the one-China principle and oppose "Taiwan independence", and safeguard the peace and stability in cross-Straits ties.
張志軍表示，大陸將堅持一個(gè)中國原則，堅決反對“臺獨”，維護兩岸關(guān)系和平與穩定。

The Chinese mainland will also promote cross-Straits exchanges and more coordinated social and economic development across the Straits.
大陸也將促進(jìn)兩岸交流以及兩岸經(jīng)濟社會(huì )融合發(fā)展。
