2017總理記者會(huì )要點(diǎn)雙語(yǔ)摘錄 3月15日上午十二屆全國人大五次會(huì )議閉幕后，國務(wù)院總理李克強在人民大會(huì )堂三樓金色大廳會(huì )見(jiàn)采訪(fǎng)十二屆全國人大五次會(huì )議的中外記者并回答記者提出的問(wèn)題。
 以下為本次記者會(huì )部分要點(diǎn)摘錄： CNN：中美關(guān)系 李克強： 堅持一個(gè)中國的政策，這是中美關(guān)系的政治基礎，不是風(fēng)云變幻能夠動(dòng)搖的，也動(dòng)搖不得。有了這樣一個(gè)政治基礎，中美合作的前景是廣闊的。 The One-China policy constitutes the political foundation of China-US relations which has remained unshaken despite the changing circumstances, nor can this relationship be undermined. With that foundation in place, we believe that there are broad prospects for China-US cooperation. 中美關(guān)系不僅會(huì )關(guān)系兩國利益，而且涉及到地區和世界的和平安全穩定，我們要維護它前行。 The China-US relationship is crucial not just to the two countries themselves, but also to regional and global peace, security, and stability. Hence we must work together to continuously take it forward. 中美兩國人民都是偉大的人民，我們有智慧來(lái)管控分歧，我們有需要也有條件來(lái)擴大共同利益。 The people of both countries have the wisdom to properly manage their differences, there is a need and there are also conditions for us to continue to expand our common interests. 我們不希望看到打貿易戰，貿易戰帶不來(lái)貿易公平，而且雙方都受損。 China does not want to see a trade war between the US and China. That would not make our trade fairer and cause loss for the both sides. 中央人民廣播電臺：中國經(jīng)濟 李克強： 中國仍然是世界經(jīng)濟復蘇乏力情況下推動(dòng)全球增長(cháng)的重要力量。 China will remain an important engine for world growth amid sluggish global economic recovery. 對中國來(lái)講，不發(fā)展是最大的風(fēng)險。我們保持中高速的穩定增長(cháng)，本身就是在為世界穩定做貢獻。 As for China, lack or stopped development represents the biggest risk for this country. So it is essential that we maintain steady medium-high growth of our economy and that in itself is China’s contribution to global stability. 我們在中高速行進(jìn)當中也會(huì )系緊安全帶，不會(huì )讓風(fēng)險“急性發(fā)作”，更不會(huì )發(fā)生區域性或者系統性的風(fēng)險。 China will "fasten the seat belt" and prevent any "acute outburst" of financial risks on the track for maintaining medium-high growth speed. 彭博社：自由貿易和開(kāi)放經(jīng)濟 李克強： 全球化和世界的和平發(fā)展合作是一體的、不可分的。 The global trend of peace, development and cooperation and globalization are indivisible. 中國首先要把自己的事情辦好，但關(guān)起門(mén)來(lái)也辦不好自己的事情。所以我們的開(kāi)放大門(mén)會(huì )越開(kāi)越大。 The truth is, to shut our door to the outside world would not help China do its own things well, so China will continue to open to the outside world, with this opening-up being a gradual process. 我們就是要打造開(kāi)放的高地、投資的熱土，和世界共享發(fā)展機遇。 We have confidence that we will continue to open this country at a higher level, and maintain this country as a popular destination for investment. We welcome other partners to work with us to share in the development opportunities of China. 至于維護全球貿易的自由化，這需要世界各國共同努力，因為天下是天下人的天下。 As for liberalization of global trade, we believe all countries need to work together to push it forward. This globe belongs to us all and we all need to do our bit. 我們對已經(jīng)達成或者希望達成的一些區域貿易安排一直持開(kāi)放態(tài)度，也樂(lè )見(jiàn)其成。只要是有利于貿易自由化的，我們都會(huì )去參與、去推進(jìn)。 We have always adopted an open mind and approach to the various regional trading arrangements, and we will also welcome progress in these arrangements or proposed arrangements. China will continue to remain engaged and participate in the liberalization of global trade. 我們不會(huì )越俎代庖，不會(huì )超越區域去做不應是中國做的事情。 China will not overreach its regional influence to seek trade arrangements where the country's due role is not in place. 人民日報：簡(jiǎn)政放權 李克強： 政府確實(shí)管了一些不該管、也不應屬于自己管的事情，它束縛了市場(chǎng)主體的手腳，降低了行政效率，甚至影響了政府的公信力。 Essentially this reform will help the government to focus on performing its due role more effectively instead of overreaching itself, because that will only tie down our businesses, cut government’s efficiencies and even public credibility. 我們要通過(guò)“互聯(lián)網(wǎng)+政務(wù)服務(wù)”，讓群眾少跑腿、少煩心、多順心。 The government also needs to adopt the Internet Plus governance to ensure that government services will be more easily accessible for our people. 要向依法依規的市場(chǎng)主體發(fā)出“前行、前行、再前行”的信號；向依靠勞動(dòng)創(chuàng )業(yè)創(chuàng )新者亮起“可以、可以、再可以”的綠燈；對那些違法違規不良行為，就要及時(shí)亮出黃牌，甚至出紅牌罰他下場(chǎng)。 What the government should do is to send a resounding message of “yes” to the all law-abiding market entities, to flash the green light of going ahead to the hardworking entrepreneurs and innovators, and to seriously deal with all violations of laws and regulations by showing them a resolutely a “yellow card” of stern warning, or even a “red card” to send them out of the market. 日本經(jīng)濟新聞：朝鮮半島 李克強： 中國在朝鮮半島問(wèn)題上的立場(chǎng)是明確的、一貫的，堅持實(shí)現半島無(wú)核化，堅持維護半島的和平穩定，堅持通過(guò)對話(huà)協(xié)商解決問(wèn)題。 China is committed to denuclearization of the Korean Peninsula, the peace and stability in the Korean Peninsula, and resolving issues through dialogue and consultation. That is China’s consistent and clear-cut position. 對于聯(lián)合國已經(jīng)通過(guò)的相關(guān)決議，中國一直是態(tài)度鮮明，而且是全面嚴格執行。中國始終是核不擴散體系的堅定維護者。 China has fully complied with UN resolutions on the denuclearization of the Korean Peninsula, and is a staunch supporter of upholding the international nuclear non-proliferation regime. 誰(shuí)也不愿意自己的家門(mén)口整天鬧個(gè)不停。 It is just a common sense that no one wants to see chaos at his doorstep. 中央電視臺：就業(yè) 李克強： 就業(yè)是經(jīng)濟發(fā)展的基礎，是財富增長(cháng)的來(lái)源，也是居民收入的主渠道。 Employment is the foundation of economic development. It creates wealth and it is the major source of household income. 我們要營(yíng)造有利于創(chuàng )業(yè)就業(yè)的環(huán)境，不是靠政府去提供鐵飯碗，而是讓人民群眾用勞動(dòng)和智慧去創(chuàng )造或者說(shuō)打造金飯碗。 For the government, the job is to create a good environment and the necessary conditions for our people to use their own wisdom and hard work to generate golden opportunities for themselves, rather than just relying on the government to hand them a job. 我們完全有能力擴大就業(yè)，不會(huì )也不允許出現大規模群體性失業(yè)。 China will not see nor allow massive unemployment of particular groups this year, as the government is capable of ensuring a favorable environment to generate jobs. 聯(lián)合早報：本屆政府的成績(jì)和挑戰 李克強： 這幾年的實(shí)踐可以證明，中國經(jīng)濟“硬著(zhù)陸”論可以休矣。我們會(huì )長(cháng)期保持中高速增長(cháng)，并邁向中高端水平。 China's economic performance in the past few years should suffice to put predictions of a hard landing to a full stop. China's economy will continue to enjoy medium-high growth and be upgraded to higher levels 我們要讓權力不能任性，就得把那些不應該有的權力砍掉，有些涉及到部門(mén)利益，要壓縮尋租的空間。這不是一個(gè)簡(jiǎn)單的過(guò)程，從中央政府一直到地方、到基層，要打通“最后一公里”。 There should be no more arbitrary use of government power and that requires that the government must no longer overreach itself and we must eliminate any possible room for rent-seeking behaviors. This reform must be persistently pursued by the central government and all local governments at varies levels. 改革就是要解放和發(fā)展生產(chǎn)力，調動(dòng)廣大人民的積極性，讓群眾得到實(shí)惠，為政之要就是要舍小利、顧大義、順民心。 The government needs to work to emancipate and develop productive forces, bring out the initiative for the people and deliver greater benefits to the general public, the essence of governance is to always act in the overall interests of the whole country rather than just acting in one's narrow departmental interests. The essence of our government is to always respond to the people’s call. 深圳特區報：雙創(chuàng ) 李克強： “雙創(chuàng )”可以說(shuō)是應運而生，在全球化、“互聯(lián)網(wǎng)+”的時(shí)代，我們推動(dòng)“放管服”改革，也促進(jìn)了“大眾創(chuàng )業(yè)、萬(wàn)眾創(chuàng )新”。 We believe our initiative of mass entrepreneurship and innovation is a response to the call of our time, the government self-targeted reform of streamlining administration and delegating power is also to boost this public enthusiasm for business start-ups and making innovations. “雙創(chuàng )”是有著(zhù)很強的生命力的。 China's mass entrepreneurship and innovation initiative has a strong vitality. 中國人民勤勞智慧，有著(zhù)追求美好生活的不竭動(dòng)力，政府就是要創(chuàng )造環(huán)境，讓人民群眾創(chuàng )業(yè)創(chuàng )新的熱情持久不衰。 Chinese people are intelligent and hardworking and they have an inexhaustible drive for pursuing a better life for themselves. The government needs to create the enabling environment for our people to fully use their talent and initiative. 鳳凰衛視：香港問(wèn)題 李克強： “一國兩制”的實(shí)踐要不動(dòng)搖、不走樣、不變形。 The ‘one country, two systems’ principle needs to be steadfastly applied in Hong Kong without being bent or distorted. 我們準備今年在香港和內地試行“債券通”，也就是說(shuō)允許境外資金在境外購買(mǎi)內地的債券，這是第一次。香港是近水樓臺先得月。 The central government is planning to establish a bond market connect between the mainland and Hong Kong Special Administrative Region on a trial basis this year, allowing for the first time overseas capital to access mainland bond markets from overseas. Hong Kong will be the first to benefit from such an arrangement 俄羅斯塔斯社：中俄關(guān)系 李克強： 中俄雙方經(jīng)貿合作的潛力很大，互補性很強，雙方所達成的經(jīng)貿關(guān)系目標是可以實(shí)現的。 There is still tremendous untapped potential in China-Russia economic and trade ties and the two economies are highly complementary. The goals set for the two-way trade can be achieved. 財新網(wǎng)：匯率 李克強： 我們不希望通過(guò)貶值來(lái)增加出口，這不利于企業(yè)轉型升級。 China does not want to resort to yuan depreciation to boost exports as that would dampen the restructuring and upgrading of the corporate sector. 我們也不希望打貿易戰。我們堅持人民幣匯率形成機制的改革，保持了人民幣匯率在合理均衡水平上的基本穩定。 We also do not want any trade war with others and we have stuck to reform of the yuan's exchange rate formation mechanism to keep it basically stable at reasonable and equilibrium levels. 我們的外匯儲備是充裕的，是足以支付進(jìn)口和滿(mǎn)足短期償債需要的。 China has ample foreign exchange reserves to satisfy the demands of imports and short-term debt repayments. 路透社：轉崗就業(yè) 李克強： 中央財政拿了1000億元專(zhuān)項資金用于員工轉崗安置，并且要求地方政府配套。 The central government has allocated a special fund of 100 billion yuan to provide assistance to workers laid off from overcapacity cuts, and also has asked local governments to set up matching funds. 把職工安置好還是我們推進(jìn)供給側結構性改革，推動(dòng)化解和淘汰過(guò)剩產(chǎn)能中最關(guān)鍵的問(wèn)題。 To provide assistance to these laid-off workers will continue to be our priority in cutting overcapacity and pursuing the supply-side structural reform. 澎湃新聞：房屋產(chǎn)權70年到期 李克強： 70年住宅土地使用權到期可以續期，不需申請，沒(méi)有前置條件，也不影響交易。 The renewal of the 70-year term of land-use rights by urban-dwelling owners will be no problem. No application needs to be filed, there will be no preset conditions and it will not affect any deal being made over the property. 泰國經(jīng)理報：亞太再平衡 李克強： 亞太地區是地區國家共有的家園，我們不希望、也不愿意看到冷戰思維下所謂“選邊站隊”的事情發(fā)生。 The Asia-Pacific is the common home of all countries in the region. China does not want to see any party in the Asia-Pacific region feel compelled to choose sides under the influence of a Cold-War mentality. 我們希望看到的亞太地區是一個(gè)穩定、有秩序的地區，是一個(gè)可以協(xié)商一致、達成原則的地區，是一個(gè)有能力管控分歧的地區，也是一個(gè)有智慧解決爭端的地區。 China hopes that the Asia-Pacific region will be one that enjoys order and stability, a region that is able to work out issues through consensus-building consultation, properly manage differences through dialogue and has the wisdom to resolve differences. 新華社：稅費負擔 李克強： 我們就是要用政府的“痛”換來(lái)企業(yè)的“順”，讓企業(yè)輕裝上陣，提高競爭力。 We will use this painful adjustment on the part of government to ensure that things will be much more convenient and easier for our businesses to enhance their competiveness on the market. 要讓消費者有更多選擇，從中受惠，更重要的是讓我們的企業(yè)下決心，通過(guò)發(fā)揚工匠精神，使自己的產(chǎn)品贏(yíng)得消費者的信賴(lài)。 We need to ensure that our consumers will have access to good options, benefit from such consumption, and most importantly that Chinese companies will be able to win over the consumers with their commitment to high quality and workmanship. 臺灣聯(lián)合報：兩岸關(guān)系 李克強： 兩岸是骨肉同胞，血濃于水，不管島內形勢如何變化，都割斷不了兩岸的親情，也改變不了我們維護兩岸關(guān)系和平發(fā)展的決心和誠意。 People on both sides of the Taiwan Strait are brothers and sisters, and no matter how the situation on the island evolves, the mainland is determined to maintain Cross-Strait stability. 法蘭西廣播公司：中歐貿易 李克強： 中歐之間存在貿易摩擦，我們有經(jīng)驗去妥善解決。 With respect to trade frictions between the two sides, I think we have gained good experience in addressing them. 中國始終支持一個(gè)團結繁榮穩定的歐盟，也支持強大的歐元，支持歐洲一體化進(jìn)程，因為這有利于經(jīng)濟全球化、世界多極化和文明多樣化。我對歐盟的前景是樂(lè )觀(guān)的，我們對中歐關(guān)系的發(fā)展前景也是看好的。 China has all long and continues to support a united, prosperous and stable European Union, support a strong Euro, and support European integration process. We believe that is good for globalization, for a multipolar world and for diversity of civilizations. We feel optimistic about the future of the EU and the future of China-EU relations. 新京報：霧霾 李克強： 藍天和空氣一樣，對每個(gè)人都是平等的。 Like air, blue skies treat everyone equally. 藍天在未來(lái)不會(huì )也不應該成為奢侈品。 Blue skies will not be, and should not be, a luxury. |
