Counties no longer in poverty can still benefit from favorable policies
脫貧地區可繼續享受政策優(yōu)惠

"Impoverished counties" can still benefit from poverty-alleviation policies for a certain period after they have been lifted out poverty, Liu Yongfu, head of the State Council Leading Group Office of Poverty Alleviation and Development, said on Sunday.
國務(wù)院扶貧開(kāi)發(fā)領(lǐng)導小組辦公室主任劉永富5日表示，“貧困縣”脫貧摘帽后可繼續享受一段時(shí)期扶貧政策。

Extending favorable polices for these counties can help boost their development and prevent them from falling into poverty again, he said.
劉永富稱(chēng)，讓這些地區繼續享受政策優(yōu)惠有助于促進(jìn)發(fā)展，防止返貧。

Some impoverished counties are reluctant to be graded as having been lifted out poverty by the Central government for fear they may lose favorable poverty-alleviation policies, according to some media reports.
據媒體報道，一些貧困縣不愿意被中央政府評定已經(jīng)脫貧摘帽，他們擔心會(huì )因此不再享受扶貧政策優(yōu)惠。

China has pledged to pull all people out of poverty by the end of 2020.

Research must be conducted before congestion charges

Local authorities should conduct thorough research and foster maximum consensus in society before launching a congestion charge to reduce traffic gridlock, Transport Minister Li Xiaopeng said on Sunday.
交通部部長(cháng)李小鵬5日表示，在推行擁堵費治堵問(wèn)題上，地方政府應首先進(jìn)行調研，形成最大范圍的社會(huì )共識。

The minister told reporters before the opening of the National People's Congress that congestion charges can only be launched after thorough research and evaluation, and its implementation must be in line with the law.
李小鵬在全國人大會(huì )議開(kāi)幕前對記者表示，擁堵費只有在經(jīng)過(guò)調研和評估后才能推出，并且必須依法實(shí)施。

Li said the ministry will encourage and support the development of bicycle-sharing services.
李小鵬稱(chēng)，交通部將鼓勵支持共享單車(chē)服務(wù)的發(fā)展。

"We also encourage the local authorities to implement the strategy based on their cities' situation and step up regulation," he said.

He noted that it is also important for bicycle-sharing operators to improve their services and users to obey social protocol.

The government will redouble efforts against extravagance and bureaucracy this year, head of China's top supervision authority said on Sunday.
監察部部長(cháng)楊曉渡5日表示，政府今年將加倍努力打擊鋪張浪費和官僚作風(fēng)。

Yang Xiaodu, minister of supervision, said before the opening of the National People's Congress that the authorities will boost measures against red tape and excessive spending.
楊曉渡在全國人大會(huì )議開(kāi)幕前稱(chēng)，政府將強化打擊官僚作風(fēng)和鋪張浪費的舉措。

"We'll also pay attention this year to lower-level corrupt officials, or flies, whom the public often complains about," Yang said.

In addition, he said a pilot program of supervisory commissions has been established on a trial basis in Beijing, Shanxi and Zhejiang provinces, adding that it contributes to accumulating experience for pushing forward the anti-graft legislation.

There is a huge market potential for drugs and more foreign pharmaceutical companies should tap the sector, Bi Jingquan, chief of China Food and Drug Administration (CFDA), said on Sunday.
國家食品藥品監督管理局局長(cháng)畢井泉5日表示，醫藥行業(yè)的市場(chǎng)潛力巨大，應當對更多國外制藥公司開(kāi)放。

Bi said there are several reasons behind the shortage of new drugs in China, some of the causes are: Strict drug inspection and approval policies, shortage in drug inspection and approval personnel at the CFDA, and concerns from some foreign pharmaceutical companies over intellectual property protection in China, which make them reluctant to sell new drugs in the country.
畢井泉稱(chēng)，導致我國新藥缺乏的原因有很多，其中一些因素包括：嚴格的藥品審批政策、食藥監局藥品審批人員力量缺乏，還有一些國外制藥公司因對我國知識產(chǎn)權保護有所擔憂(yōu)而不愿向我國出售新藥。

The authorities will take measures such as streamlining approval procedures for drugs, intensify protection of intellectual property rights, and increase the staff for drug approval so that more new medicines are available in the market, he added.
畢井泉表示，政府將采取簡(jiǎn)化藥物批準程序、加強知識產(chǎn)權保護以及增加審批人員力量等措施，以便于更多新藥在國內上市。
