電商法草案首次提請審議委員建議進(jìn)一步完善微商規范

China's top legislature is deliberating a draft law that will regulate and facilitate booming e-commerce in the country.

中國最高立法機關(guān)正在審議一份規范和促進(jìn)中國電子商務(wù)的法律草案。

The draft law was submitted for review by legislators at the bimonthly session of the National People's Congress (NPC) Standing Committee. It is the first reading of the draft by the top legislature.

這份法律草案是由人大委員在全國人大常務(wù)委員會(huì )雙月會(huì )議上提出的。這是全國人大對該草案的第一次審議。

Explaining the draft to lawmakers, Lyu Zushan, deputy director with the NPC's Financial and Economic Affairs Committee, said booming e-commerce in recent years had served to reveal loopholes in China's legal system and commercial rules.

全國人大財政經(jīng)濟委員會(huì )副主任呂祖善向人大代表們解釋了這一草案并表示，近些年電子商務(wù)的蓬勃發(fā)展顯示了中國法律系統和商業(yè)規則中存在的一些漏洞。

The draft law will facilitate e-commerce growth, help maintain market order and protect consumer rights.

這份法律草案將會(huì )促進(jìn)電子商務(wù)的發(fā)展，幫助維護市場(chǎng)秩序和消費者權益。

The draft law said the nation should put online and offline commercial activities on an equal footing and protect the safety of e-commerce transactions. All e-commerce operators have an obligation to pay taxes and should acquire the necessary business certificates.

草案提出，中國將會(huì )把線(xiàn)上線(xiàn)下商業(yè)活動(dòng)同等對待、保護電子商務(wù)交易的安全。所有電子商務(wù)經(jīng)營(yíng)者都有納稅的義務(wù)，并且應當取得所需的營(yíng)業(yè)執照。

Operators must also ensure personal information security for consumers. Those that fail will face fines of up to 500,000 yuan and could have their business certificates revoked.

此外，經(jīng)營(yíng)者還必須保障消費者的個(gè)人信息安全。沒(méi)能履行這一義務(wù)的電商將面臨最高50萬(wàn)的罰款，并且可能會(huì )被吊銷(xiāo)營(yíng)業(yè)執照。

China is the world's largest e-commerce market. According to Lyu, e-commerce trade amounted to over 20 trillion yuan (about 2.87 trillion U.S. dollars) in 2015, with online retail sales totaling 3.88 trillion yuan.

中國是全世界最大的電子商務(wù)市場(chǎng)。據呂祖善表示，2015年我國電子商務(wù)貿易額超過(guò)了20萬(wàn)億人民幣（約合2.87萬(wàn)億美元），其中網(wǎng)絡(luò )零售額總計3.88萬(wàn)億人民幣。

Last month, Chinese e-commerce giant Alibaba saw 120.7 billion yuan in gross merchandise volume during its 24-hour Singles' Day event, an annual online shopping spree on November 11.

上個(gè)月，中國電商巨頭阿里巴巴在11月11日光棍節24小時(shí)內銷(xiāo)售商品總額達到了1207億元人民幣。
